The Contracts Director is responsible and accountable for strategically leading implementation of FLOW’s Vision and Mission across the wider organization, and specifically in the Contracts & Procurement Department to work in a collaborative, coordinated manner to meet FLOW’s contractual and regulatory requirements and business objectives. A key member of the Executive Committee and the Leadership Team, the Contracts Director will directly support the DPD-CS in applying our Values towards developing commercial strategies that align with the company goals and objectives.
The Contracts Director will oversee and maintain major contracts, insurance, legal interface, lease agreements, payment certifications, bonds, guarantees, and administer the Contract with the Employer by managing Variation Agreements, Project Works, Compensation Events and Claims. The Contracts Director will involve, and coordinate with, the Contracts Manager Transit System for any matter related Alstom’s scope of work.

Knowledge
Thorough understanding of all aspects of health, safety, quality and environmental issues related to Corporate Service provision
Understanding of the regional business environment e.g. stakeholder behavior, current contract circumstances
A natural consultancy style which constructively challenges the business and builds relationships at all levels of the organization
A thorough knowledge of business organizations at strategic and operational levels

Skills
A respected leader and creative thinker, able to work closely and in partnership with both Riyadh Metro and customer senior management to help ensure the future development and mutual success of both organizations

Excellent analytical reasoning ability and capable of making decisions on complex matters

Capacity to contribute to strategic business management issues
Ability to influence senior management, establish and maintain collaborative partnerships and provide thought leadership at senior transport events
Highly skilled influencer with excellent negotiation skills
Ability to manage a defined budget, ensuring cost efficiency and value for money; and to forecast and prepare team budget plans and manage the implementation of spend against agreed objectives
Exposure to and interpretation of the financial-management of simple and complex organization
Able to demonstrate the competence in the productive use of resources to achieve end-result within stiff constraints

Experience
Excellent financial, commercial, business development and HR acumen to support the improvement of business performance
Minimum of 8 years’ proven track records of operations and/ or maintenance in the rail industry with similar management experience
Preferably 2 years’ or more experience within the parent company of the O&M Contractor
Preferably 3 years’ proven track record of contractual and commercial experience in dealing with Clients in the ME region
Proven track record in the management of planning, operations, maintenance, design and construction and commercial & contractual matters
Demonstrated ability in leading, managing and developing multi-cultural teams to implement large scale projects
Experience of managing complex, safety orientated business organizations
Comprehensive appreciation of health and safety legislation and contract requirements relating to railway operations
Proven ability to set, monitor and achieve dynamic safety objectives
Proficient in setting-up a project management office, systems, and tools

Education
A degree holder in a Business Administration or Finance or, alternatively, in Engineering with complementary qualification in B.A or Finance
